La présente invention concerne un procédé de gestion d'un parc de chariots, notamment dans une structure de transport telle qu'une gare ou un aéroport, ou une structure commerciale telle qu'un supermarché ou un hypermarché. Elle vise également un système de gestion d'un parc de chariots mettant en œuvre ce procédé. La gestion des parcs de chariots à bagages dans les aéroports et les gares s'avère actuellement coûteuse pour les opérateurs de ces parcs. En effet, il est nécessaire de disposer de personnels chargés de rassembler les chariots laissés par leurs utilisateurs sur toute la surface des sites concernés. Il existe bien actuellement des systèmes de consigne utilisés couramment dans les centres commerciaux, mettant en œuvre des mécanismes à pièce fixés sur des chariots et agencés pour restituer la pièce préalablement insérée par l'utilisateur lorsque celui-ci ramène le chariot sur un site de restitution. De tels systèmes de consigne ne sont pas réellement opérants sur des sites tels qu'un aéroport car la restitution d'une pièce de un ou deux euros ne présente pas un caractère suffisamment incitatif pour que les voyageurs utilisateurs de chariot prennent le temps de ramener leur chariot. Par ailleurs, les gestionnaires de parcs de chariots sont bien souvent confrontés à des problèmes de vol et de dégradation des chariots, qui contribuent à des surcoûts de gestion. A ces problèmes de sécurité viennent s'ajouter des dépenses en personnels chargés de la récupération des chariots bien souvent éparpillés sur des sites vastes tels que des parcs de stationnement d'aéroports, de gares ou de centres commerciaux. On connaît déjà par le document US6,459,954B1 un système de gestion de chariots à bagages mettant en œuvre une station de stockage et de fourniture pourvue d'un dispositif monnayeur conçu pour recevoir des pièces ou billets en monnaie étrangère, pour conserver les sommes ainsi versées par un voyageur souhaitant disposer d'un chariot, et pour lui restituer sous la forme de pièces en monnaie locale si ce voyageur retourne le chariot qu'il avait empirante. Ce système de gestion est en outre pourvu d'un système de localisation des chariots par voie Radio Fréquence (RF). Par ailleurs, on connaît également les difficultés rencontrées pour la gestion des parcs de chariots dans l'enceinte d'une structure commerciale, notamment dans la perspective de la suppression à terme des systèmes actuels de caisse. Il existe déjà des procédés d'identification et de déteπnination de la facturation du contenu d'un chariot commercial, mettant en œuvre des étiquettes de technologie RFID (Identification Radio Fréquence) apposées sur les articles en vente dans un magasin et un dispositif de détection RF devant lequel on fait passer un chariot dans lequel ces articles sont stockés. Le but de l'invention est de proposer un procédé de gestion d'un parc de chariots, qui soit plus efficace et moins coûteux que les procédés actuels de l'art antérieur et procure aux opérateurs de ce parc une meilleure rentabilité en comparaison avec celle des procédés actuels. Cet objectif est atteint avec un procédé de gestion d'un parc de chariots, comprenant: - une présentation, par un client souhaitant disposer d'un chariot stocké dans un site de stockage, d'un moyen de paiement électronique à un dispositif de transaction attaché à ce premier site de stockage, - une identification dudit moyen de paiement et une première transaction avec un site central de traitement, - une émission, par ledit site central de traitement, d'un ordre de mise à disposition d'un chariot pourvu d'un moyen d'identification, ce chariot étant prévu pour recevoir une pluralité d'objets pourvus d'étiquettes électroniques radiofréquences, - une détection desdits objets par passage du chariot à proximité d'une borne de traitement, une collecte de données contenues dans lesdites étiquettes électroniques et une transmission desdites données collectées audit site central de traitement, et - une détection de la restitution du chariot mis à disposition, audit premier site de stockage ou en un second site de stockage en liaison avec le site distant de traitement, cette détection comprenant une lecture de données stockées dans ledit moyen d'identification dudit chariot restitué, et une transmission desdites données lues audit site central de traitement.. Le procédé de gestion selon l'invention peut être mis en œuvre dans une structure commerciale. Les objets disposés dans le chariot sont alors des articles à acheter et la borne de traitement est une borne de paiement. Suivant l'invention, ce procédé de gestion comprend une détection des articles par passage du chariot à proximité de la borne de paiement, une collecte de données contenues dans les étiquettes électroniques et une transmission de ces données collectées au site central de traitement pour le paiement desdits articles par le moyen de paiement électronique. Le procédé de gestion selon l'invention peut en outre comprendre, lors du passage à proximité de la borne de paiement, une étape de signature électronique et d'identification du détenteur du chariot, conditionnant la sortie dudit chariot. Il peut aussi comprendre une mesure de la durée écoulée entre un instant de détection d'une prise d'un chariot et un instant de détection d'un passage du chariot à proximité de la borne de paiement. Dans une version avantageuse de l'invention, le procédé de gestion comprend en outre : - une fourniture au client, sur les moyens de visualisation, d'une information d'autorisation de paiement avec les moyens de paiement électronique présentés lors de la prise du chariot, émise depuis le site distant, et - à la sortie de l'espace commercial, une détection de l'ensemble des articles déposés dans le chariot, une collecte des données contenues dans les étiquettes électroniques des articles, une transmission de ces données au site distant, et une transaction avec le site distant de paiement. On peut aussi prévoir une détection des articles successivement déposés dans le chariot, par au moins une borne de détection, une collecte des données contenues dans les étiquettes électroniques, et un traitement desdites données pour délivrer, sur des moyens de visualisation solidaires du chariot, des informations de coût des articles placés dans le chariot. Le procédé de gestion selon l'invention peut aussi être mis en œuvre dans une structure de transport. Les articles comprennent alors des bagages et la borne de traitement est agencée pour identifier les bagages disposés sur le chariot. Suivant l'invention, le procédé de gestion comprend une détection des bagages par passage du chariot à proximité de la borne de traitement, une collecte de données contenues dans lesdites étiquettes électroniques et une transmission desdites données collectées au site central de traitement. La première transaction peut comprendre un débit initial d'un compte bancaire du détenteur du moyen de paiement électronique présenté lors du retrait d'un chariot, et en ce que la seconde transaction comprend une compensation totale ou partielle du débit initial lors de la restitution du chariot. Suivant un autre aspect de l'invention, il est proposé un système de gestion d'un parc de chariots, mettant en œuvre le procédé selon l'invention, comprenant: - des moyens pour présenter, par un client souhaitant disposer d'un chariot stocké dans un site de stockage, un moyen de paiement électronique à un dispositif de transaction attaché à ce premier site de stockage, - des moyens pour identifier ledit moyen de paiement et une première transaction avec un site central de traitement, - des moyens pour émettre, depuis ledit site central de traitement, un ordre de mise à disposition d'un chariot pourvu d'un moyen d'identification, ce chariot étant prévu pour recevoir une pluralité d'objets pourvus d'étiquettes électroniques radiofréquences, - des moyens pour détecter lesdits objets par passage du chariot à proximité d'une borne de paiement, des moyens pour collecter des données contenues dans lesdites étiquettes électroniques et des moyens pour transmettre lesdites données collectées audit site central de traitement, - des moyens pour détecter la restitution du chariot mis à disposition, audit premier site de stockage ou en un second site de stockage en liaison avec le site distant de traitement, et - des moyens pour lire des données stockées dans ledit moyen d'identification dudit chariot restitué, et pour transmettre lesdites données lues audit site central de traitement. Le système de gestion selon l'invention peut être avantageusement prévu pour équiper une structure commerciale. Les objets comprennent alors des articles disposés dans le chariot en vue de leur achat, et la borne de traitement est une borne de paiement. Les moyens de détection sont alors agencés pour détecter les articles par passage du chariot à proximité de la borne de paiement, et en ce que le site central de traitement est agencé pour gérer le paiement, par ledit moyen de paiement électronique, desdits articles détectés. Lorsque le système de gestion selon l'invention est prévu pour équiper une structure de transport, les objets comprennent alors des bagages et la borne de traitement est une borne d'identification de bagages disposés sur un chariot. Les moyens de détection de bagage sont alors agencés pour détecter les bagages disposés sur un chariot passant à proximité de la borne d'identification. Les moyens de transaction peuvent en outre être agencés pour effectuer un débit initial d'un compte bancaire du détenteur du moyen de paiement électronique présenté lors du retrait d'un chariot, et pour effectuer une compensation totale ou partielle du débit initial lors de la restitution du chariot. Avec le procédé selon l'invention mis en œuvre dans une structure de transport, l'opérateur d'un parc de chariots à bagages est assuré d'une augmentation significative du nombre de chariots rapportés sur les sites de stockage, minimisant ainsi les opérations de collecte et ainsi les coûts salariaux associés à ces collectes. Par ailleurs, ce procédé offre une plus grande souplesse aux utilisateurs des aéroports ou gares ainsi équipés, en permettant notamment à ceux de ces utilisateurs qui acceptent de payer cette prestation au prix fort de pouvoir quand même disposer rapidement d'un chariot sans avoir à chercher de la monnaie locale en insérant simplement leur carte de crédit dans un lecteur prévu à cet effet, et de ne pas ramener ce chariot dans un site de stockage. Dans ce cas, ces utilisateurs paient pour ce service la caution pré-débitée. En revanche, pour les utilisateurs plus concernés par le coût de l'opération, il leur suffit de réaliser le cycle normal de restitution du chariot pour se voir facturer un coût d'opération modeste, par exemple l'équivalent d'une pièce de 1 ou 2 € ou plus selon les opérateurs, ou gratuitement selon la politique de gestion de l'opérateur. On entend ici par moyen de paiement dématérialisé tout moyen de paiement ne mettant pas œuvre de pièce de monnaie ou de billet, ce qui inclut les cartes de paiement à débit immédiat ou différé, les cartes de crédit, les codes de paiement fournis par des opérateurs et tout autre moyen de paiement indirect. Avec le procédé de gestion selon l'invention mis en œuvre dans une structure commerciale, les clients n'ont plus besoin d'extraire les articles contenus dans leurs chariots pour les déposer sur un tapis de caisse, ni de présenter un moyen de paiement électronique puisque ce moyen a déjà été enregistré au moment de la prise d'un chariot. Par ailleurs, les intérêts du gestionnaire du parc de chariots sont préservés par le fait que la non restitution d'un chariot peut être par exemple sanctionnée par un débit forfaitaire du moyen de paiement électronique fourni par le client qui a utilisé ce chariot. Le procédé selon l'invention peut être aisément mis en œuvre chez la plupart des opérateurs existants de parcs de chariot. Il suffit pour cela de disposer de sites de stockage équipés de systèmes de rampes de stockage de chariot contrôlés par un lecteur de carte à puce reliée par tous moyens de communication actuellement disponibles (filaire, hertzien, WiFi ou autres) à un site distant de traitement. Il existe déjà des systèmes de stockage de chariots qui peuvent être adaptés aux besoins spécifiques de l'invention, ou on peut prévoir de réaliser des systèmes de stockage spécifiquement dédiés au procédé selon l'invention. La partie de traitement d'information et de transaction prévue dans le procédé selon l'invention peut être implémentée sous la forme d'une couche logicielle spécifique venant complétée des systèmes logiciels existants de transaction électronique par carte à puce. D'autres avantages et caractéristiques de l'invention apparaîtront à l'examen de la description détaillée d'un mode de mise en œuvre nullement limitatif, et des dessins annexés sur lesquels : - la figure 1 est un synoptique d'une première forme de réalisation d'un système de gestion selon l'invention, pour la gestion d'un parc de chariots à bagages, - la figure 2 est un synoptique d'une seconde forme de réalisation d'un système de gestion selon l'invention, pour la gestion d'un parc de chariots d'un centre commercial, et - la figure 3 illustre une forme particulière d'exploitation d'un système de gestion selon l'invention dans un centre commercial. On va maintenant décrire, en référence à la figure 1, un exemple de réalisation d'un système de gestion de parc de chariots à bagages selon l'invention, en même temps que le procédé mis en œuvre dans ce système. Un système S de gestion selon l'invention est implanté sur plusieurs sites ST1, ST2 de stockage/fourniture de chariots, implantés dans un aéroport A. Chaque site de stockage/fourniture ST1, ST2 comprend une zone de stockage Zl, Z2 pourvue d'un rail de verrouillage RI, R2 prévu pour bloquer des chariots LC1, LCi, LCn ; LCk, LCj, et une borne de contrôle Dl, D2 comprenant une unité de contrôle et de traitement (non représentée en figure 1), un lecteur de carte Cl, C2, une unité d'impression II, 12, et un détecteur radio-fréquence RF 1 , RF2. Chaque chariot LCi, LC est équipé d'une puce radio-fréquence Tl5...,Ti,...,Tn, T fixée sur un montant du chariot et contenant des données permanentes d'identification dudit chariot et des données temporaires liées à l'utilisation de ce chariot. Le système S de gestion selon l'invention met aussi en œuvre un serveur d'exploitation SE localisé sur un site distant SC, relié via un ou plusieurs réseaux de communication R, aux bornes de contrôle Dl, D2 de chacun des sites de stockage/fourniture, et à un ou plusieurs serveurs bancaires SB. Lorsqu'un voyageur V souhaite disposer d'un chariot à bagage dans l'enceinte publique de l'aéroport A, il insère un moyen de paiement CP, ou tout autre moyen de transaction, dans le lecteur de carte Cl de la borne Dl du premier site de stockage/fourniture qu'il rencontre. L'unité de traitement de la borne Dl communique alors avec la carte de paiement pour identifier les caractéristiques de ce moyen de paiement et autoriser le voyageur détenteur de ce moyen de paiement à prendre un chariot. Cette autorisation se traduit par l'impression d'un ticket d'ouverture de service que le voyageur doit conserver comme preuve de la transaction et qui mentionne par exemple le montant de la caution, et par une action de libération des actionneurs électromagnétiques d'entrave des chariots dans le rail RI. Il est à noter que l'on peut aussi prévoir une version du système selon l'invention dans laquelle il n'est pas prévu d'impression d'un ticket. Le passage du chariot LC ainsi libéré devant le détecteur RF1 provoque la lecture par ce détecteur des données stockées dans la puce radio-fréquence T du chariot et l'inscription de données temporaires d'utilisation dans ladite puce. Le voyageur V engage alors le chariot LC à restituer dans la zone de stockage Z2 de cette station ST2. Le passage de la puce radio-fréquence T fixée sur le chariot LC devant le détecteur RF2 de la borne D2 provoque une séquence d'identification du chariot et de transmission des données d'identification au serveur d'exploitation SE via le réseau de communication R. Le site distant procède alors à une compensation totale ou partielle, selon la politique tarifaire du gestionnaire du parc de chariots, du débit qui avait été initialement pratiqué sur le compte associé au moyen de paiement électronique présenté lors du retrait du chariot. On va maintenant décrire, en référence à la figure 2, un exemple de réalisation d'un système S' de gestion d'un parc de chariots CC équipant un centre commercial. Un site de stockage ST comporte une borne de traitement et de contrôle DC pourvue d'un écran EC, d'un lecteur de moyen de paiement électronique Cl, et d'une unité d'impression de ticket CP, et un dispositif mécanique ou électromécanique RC de libération contrôlée d'un chariot CC équipée d'une puce radiofréquence T. Le système de gestion S' selon l'invention comprend en outre une pluralité de bornes de paiement BP équipées de lecteurs DR de puces radiofréquences P apposées ou insérées dans des articles A prélevés dans une zone de vente SM et déposées par les clients dans leurs chariots, et un site central de traitement équipé d'un serveur d'exploitation SE en liaison avec les différents sites de stockage de chariot, les différentes bornes de paiement BP et, via un réseau de communication, avec des sites bancaires Bl,...Bi,...Bn. Pour obtenir un chariot CC sur un site de stockage ST, un client doit présenter un moyen de paiement électronique à la borne de traitement et de contrôle DC de ce site de stockage. Ce moyen de paiement électronique peut être matérialisé par une carte de paiement ou de crédit, à piste magnétique, à puce ou radiofréquence, ou complètement dématérialisé sous la forme d'un code d'identification ou d'un moyen d'identification personnelle biométrique. Cette présentation d'un moyen de paiement électronique conduit à une séquence d'identification et de transmission de données d'identification à la fois du moyen de paiement électronique présenté et du chariot fourni, au serveur d'exploitation SE sur le site central de traitement SC avec ouverture d'un dossier de transaction. Le chariot CC peut être équipé d'un module électronique de communication et de visualisation permettant de fournir à son utilisation des informations relatives à l'utilisation de son moyen de paiement, notamment son crédit disponible ou le prix des articles placés dans le chariot, ces informations étant émises depuis une borne de communication disposée dans l'espace commercial et/ou sur les sites de stockage. Ce module électronique de communication et de visualisation peut par exemple être fixé à la poignée du chariot. Le client utilisateur du chariot CC fait alors ses courses dans la zone de vente SM et dépose un ensemble d'articles A dans ce chariot. A la fin de ses courses, le client se présente alors à la sortie de la zone de vente à proximité d'un borne de paiement BP dont le dispositif de lecture radiofréquence DR lit à la fois les données d'identification contenues dans les puces radiofréquences P de l'ensemble des articles A contenus dans le chariot et les données d'identification de ce chariot contenues dans son étiquette radiofréquence T. ces données sont transmises au serveur d'exploitation qui effectue, en accédant à une base de données BD du centre commercial, le calcul de la somme des achats contenus dans le chariot CC et impute, via une liaison avec les services bancaires du client, le montant correspondant sur le moyen de paiement électronique présenté initialement par ce client. Le dossier de transaction initialement ouvert pour ce client n'est définitivement refermé qu'après restitution par le client sur un site de stockage de chariot qui peut être soit le site de stockage initial ou un autre site de stockage dépendant du centre commercial. La détection de la restitution du chariot conduit soit à une compensation totale d'un débit initialement pratiqué sur le compte associé au moyen de paiement électronique du client lors du retrait du chariot, soit à une compensation partielle du débit, en fonction de la politique tarifaire de l'opérateur du parc de chariots. On peut aussi prévoir que les achats effectués par l'utilisateur du chariot soient réglés automatiquement au moment de sortie du centre commercial, via une borne de paiement spécifique ou générique agencée pour collecter l'ensemble des données d'identification des articles disposés dans le chariot ainsi que les données d'identification du chariot. La bonne exécution de la transaction de paiement peut conditionner l'ouverture d'une barrière de sortie permettant à l'utilisateur de quitter le centre commercial ou la zone de vente avec son chariot. Au moment de la détection de la restitution du chariot sur un site de stockage, la seule transaction réalisée est alors la compensation ou l'annulation totale ou partielle du pré-débit ou débit initial qui avait été enregistré au moment du retrait du chariot. Dans un mode particulier d'exploitation d'un système S" de gestion selon l'invention, illustré par la figure 3, un client obtient (I) un chariot CC à partir d'une borne de stockage DC1 en présentant un moyen de paiement. Ce chariot CC est équipé d'un module de communication et de visualisation MN pourvu d'une étiquette radiofréquence T ou d'un moyen d'identification radiofréquence équivalent. Sur son trajet (II) entre le site de stockage ST situé sur un parking et l'entrée dans l'espace commercial EC, le site d'exploitation SE aura interrogé un site bancaire distant SB pour obtenir le crédit disponible pour ce client. Cette information de crédit disponible est alors affichée, via une borne de communication BC située dans l'espace commercial, sous la forme d'un message Ml sur le module de communication et de visualisation MV du chariot CC. Au fur et à mesure que le client dispose des articles A dans son chariot, le module de communication et de visualisation MN détecte les puces P apposées sur ces articles, calcule le montant des achats en cours et les visualise sous la forme d'un message M2. A l'issue de ces courses, le client aborde avec son chariot une borne de paiement BP à la sortie de l'espace commercial. Cette borne de paiement collecte (N) automatiquement l'ensemble des informations de prix des articles contenus dans le chariot CC et transmet au site d'exploitation SE une demande de prélèvement. Si cette demande de prélèvement est autorisée localement, une barrière automatique se relève, permettant ainsi au client de sortir de l'espace commercial avec son chariot contenant les articles achetés. Cette information peut être, à titre d'exemple non limitatif, un code saisi sur un clavier ou un message émis vocalement par le téléphone portable de l'utilisateur. On peut aussi prévoir des informations biométriques attachés à la personne de l'utilisateur ou encore des informations contenues dans une puce radiofréquence insérée dans une étiquette apposée sur un bagage, un titre de transport ou sur un bon d' achat. Le moyen de paiement électronique permettant un accès à un chariot peut aussi être matérialisée sous la forme d'une carte prépayée remise préalablement à un utilisateur. Par exemple, dans le cas d'une gestion d'un parc de chariots à bagage, cette carte prépayée peut avoir été remise au moment de l'achat d'un billet de train ou d'avion. Il est à noter que les différents modes de mise en œuvre du procédé de gestion selon l'invention peuvent aussi être combinés à des modes de gestion conventionnels de parcs de chariot.
