Abstract

A vehicle speed monitoring system which includes a plurality of vehicle speed recording devices (10) that are installed in vehicles, and a remote central processor (12). Each speed recording device (10) includes a speed recorder that is linked to the vehicle's speedometer, a data storage device in which a preset reference speed limit is stored, a vehicle processor that is operable to compare the vehicle's speed as measured by the speedometer, with the reference speed limit and to generate a signal in response to the speed of the vehicle being higher than the reference speed limit, and a signal transmitter that is operable to transmit the signal to the central processor which then issues a fine for the speed transgression. The signal carries information on the vehicle's speed and a code that is unique to the vehicle, thereby permitting the identification of the vehicle.

Description

VEHICLE SPEED MONITORING SYSTEM
FIELD OF INVENTION
THIS INVENTION relates to a vehicle speed monitoring system.
It also relates to a method of monitoring the speed of a vehicle and to a vehicle speed recoding device forming part of the vehicle speed monitoring system.
Any reference to a vehicle hereinafter must be interpreted to mean a motorised land vehicle designed to travel on public roads and that has a speedometer for measuring the speed of the vehicle.
All vehicles travelling on public roads are required by law to comply with speed limits stipulated for these roads. Contravening a speed limit attracts a stiff fine in most countries. The enforcement of speed limits is achieved by various speed trapping methods. These methods are often costly and labour intensive. The trapping of vehicles travelling at excessive speeds is largely performed as a deterrents. However, due to insufficient equipment or manpower, the probability of a speeding vehicle actually being trapped, is relatively low. As a consequence, many drivers are prepared to risk being trapped and continue to transgress the speed limits on public roads.
SUMMARY OF THE INVENTION
According to first aspect of the invention there is provided a vehicle speed monitoring system including:
a plurality of vehicle speed recording devices wherein each vehicle speed recording device is mounted to a vehicle, each vehicle speed recording device including speed recordal means for recording the vehicle's speed, data storage means in which a particular preset reference speed limit is stored, vehicle processing means that is operable to compare the vehicle's speed with the reference speed limit and to generate a signal in response to the speed of the vehicle being higher than the reference speed limit, and a vehicle signal transmitter for transmitting the signal through space, the signal carrying a code that is unique to the vehicle for identifying the vehicle and information on the speed of the vehicle; and
central processing means that includes a data receiver for receiving said coded signals from the vehicle speed recording devices and that is operable to process said information for issuing a fine for transgressing the speed limit.
The speed recordal means of each vehicle speed recording device, may be operable to record the vehicle's speed at predetermined regular time intervals, with the vehicle processing means being operable to generate a signal for the issuing of a fine for a transgression of the speed limit only after the speed recordal means has consecutively recorded a vehicle speed higher than the reference speed limit for a predetermined number of times, the central processing means being operable to generate said signal in relation to the next speed of the vehicle recorded by the speed recordal means, following said number of consecutive speed recordals.
The vehicle speed monitoring system may include a plurality of signal transmitter units that can be positioned near roadways for transmitting signals through space, carrying information on speed limits that are applicable to particular stretches of roadway and that are different to the preset reference speed limit, the vehicle speed recording devices including a vehicle signal receiver for receiving the signals from the signal transmitter units, the signal transmitter units being operable to continuously transmit signals over a predetermined range and the vehicle processing means being operable to override the reference speed limit in response to said signals being received by the vehicle signal receiver.
The central processing means may include a central signal transmitter for transmitting a signal through space to the vehicle signal receiver of the vehicle speed recording device of a particular vehicle, in response to a fine being issued for a transgression of the speed limit by the vehicle, the signal carrying information at least on the amount of the fine and the date that the fine was issued, the data storage means of the vehicle speed recording device being operable to store said information.
The vehicle speed monitoring system may be adapted for use with a cellular network, wherein signals transmitted between the vehicle speed recording devices and the central processing means are in the form of radio-frequency signals transmitted via a cellular telephone network. According to a second aspect of the invention there is provided a vehicle speed recording device that can be mounted to a vehicle for recording the speed of the vehicle, the vehicle speed recording device including
speed recordal means for recording the vehicle's speed;
data storage means in which a preset reference speed limit is stored;
vehicle processing means that is operable to compare the vehicle's speed with the reference speed limit; and
a vehicle signal transmitter that is operable to transmit a signal through space in response to the speed of the vehicle being higher that the reference speed limit, to a remote processing means that is operable to issue a fine for the vehicle having transgressed the speed limit, the signal carrying a code that is unique to the vehicle for identifying the vehicle and information on the speed of the vehicle.
The vehicle speed recording device may be equivalent to the vehicle's speed monitoring device forming part of the vehicle speed monitoring system as defined and described in the first aspect of the invention.
According to a third aspect of the invention there is provided a method of monitoring the speed of a vehicle, which includes the steps of:
recording the speed of the vehicle by means of vehicle speed recordal means mounted to the vehicle; comparing the speed of the vehicle with a preset reference speed limit by means of a vehicle processing means that is mounted in the vehicle; and
transmitting a signal carrying information on the speed of the vehicle and a code that is unique to the vehicle, in response to the speed of the vehicle being greater than the reference speed limit, to a central processing means that is remote from the vehicle; and
the central processing means issuing a fine for transgressing the speed limit.

DETAILED DESCRIPTION OF THE DRAWINGS With reference to the drawings, a vehicle speed monitoring system in accordance with the invention, includes, broadly, a plurality of vehicle speed recording devices 10 that are installed in vehicles, and central processing means in the form of a central processor 12.
Each vehicle speed recording device 10 is installed in a vehicle and includes speed recordal means in the form of a speed recorder 14 that is linked to the vehicle's speedometer 16 for recording the speed of the vehicle as measured by the vehicle's speedometer, data storage means in the form of a data storage device 18 in which a preset reference speed limit of 120 km/h is stored, vehicle processing means in the form of a vehicle processor 20 that is operable to compare the vehicle's speed as measured by the speedometer 16, with the reference speed limit of 120 km/h and to generate a signal in response to the speed of the vehicle being higher than the reference speed limit, and a vehicle signal transmitter 22 that is operable to transmit the signal through space. The signal transmitted by the vehicle signal transmitter 22 carries a code that is unique to the particular vehicle on which the vehicle speed recording device is installed, thereby permitting the identification of the vehicle. The signal transmitted by the vehicle signal transmitter 22 also carries information on the speed of the vehicle.
The central processor 12 includes a processing unit 24, a data receiver 26 that is operable to receive coded signals from the vehicle signal transmitters of vehicle speed recording devices and a data base 28 in which the information received from vehicle speed recording devices, is stored. The central processing unit 24 is operable to process the information received from the vehicle speed recording devices and to issue fines for transgressions of the relevant speed limits. The vehicle speed monitoring system is adapted for use with a cellular telephone network wherein signals can be transmitted between vehicle speed recording devices 10 and the central processor 12 via a cellular telephone network.
The central processor 12 includes a timer 30 and as such the date and time when signals are received from vehicle speed recording devices by the data receiver 26, are stored in the data base 28. By using a cellular telephone network to send and receive information carrying signals, the place where a transgression of a relevant speed limit occurred, can be calculated and recorded. The place will be recorded as being the place at which the closest transmitter/receiver unit of the cellular telephone network is located. Information identifying the place where the transgression occurred is thus also stored in the data base of the central processor.
The speed recorder 14 of each vehicle speed recording device, is operable to record the vehicle's speed at predetermined regular time intervals, for example, every ten seconds. The vehicle processor 20 is operable to generate a signal for the issuing of a fine for a transgression of th speed limit only after the speed recorder 14, has recorded six consecutive "above-limit" speeds. Hence, the vehicle processor 20 is operable to generate a signal for the issuing of a fine only if the speed of the vehicle transgresses the reference speed limit upon the seventh "above-limit" speed recorded by the speed recorder. Thus, the first six above-limit speeds recorded will not result in a fine being issued. This allows the vehicle to exceed the speed limit for short periods of time, for example, when performing overtaking manoeuvres, or the like.
The central processor 12 is operable to calculate the amount of a fine that is to be issued for a transgression of the speed limit, by applying a predetermined formula to the speed recorded for a particular vehicle.
The vehicle speed monitoring system includes a plurality of signal transmitter units 31 which can be positioned near roadways for transmitting signals through space. The applicant envisages that the signal transmitter units 31 can be mounted on, for example, lamp posts or the like, thereby to continuously to transmit signals over a predetermined range. The signals transmitted by the signal transmitter units, carry information on speed limits that are different to the preset reference speed limit of 120 km/h. Each vehicle speed recording device 10 includes signal receiving means in the form of a vehicle signal receiver 30 for receiving the signals from the signal transmitter unit when the vehicle speed recording device is within range of a particular transmitter unit. The vehicle signal receiver 30 is linked to the vehicle processor 20 which is operable to override the reference speed limit, replacing it with the new speed limit in response to the signal receiver 30 receiving a signal from a signal transmitter unit. As such, in urban areas where the speed limit is typically 60 km/h, the preset reference speed limit will be overridden by the new speed limit that is transmitted to the vehicle speed recording devices of vehicles passing transmitter units located alongside an urban roadway. If the vehicle's speed as monitored by the speedometer of the vehicle, is higher than the new speed limit of 60 km/h, then the vehicle signal transmitter of the relevant vehicle speed recording device, is operable to transmit a signal to the central processor 12 which will then process the information and issue a fine for the transgression of the speed limit.
The central processor 12 includes a data transmitter 32 for transmitting signals through a cellular telephone network to particular vehicle speed recording devices. As such, the data transmitter 32 is operable to transmit signals to the vehicle signal receiver 30 of the vehicle speed recording device of a particular vehicle, in response to a fine being issued by the central processing unit 24 for a transgression of the speed limit by the vehicle. The signal transmitted by the data transmitter 32 of the central processor 1 2, carries a code that is unique to the relevant vehicle which ensures that the signal can only be received by the vehicle speed recording device of the relevant vehicle and information on the amount of the fine, the date and time when the relevant speed limit was transgressed and the place where the transgression occurred. This information is then stored in the data storage device 28 of the vehicle speed recording device.
The Applicant envisages that the information stored in the data storage device 28 will be stored in a format which is readable by means of hand-held portable information reader devices that can be carried, by, for example, traffic officers, for reading information on fines that may be stored in the data storage device of particular vehicle speed recording devices. Furthermore, the Applicant envisages that other information may be transmitted via the signal transmitter of the central processor to the vehicle signal receivers 22 of particular vehicles, such as information on the currency of the licences of the vehicles and whether or not fines for other traffic contraventions are outstanding, together with information on the registration of the vehicle which can be used to establish whether or not the vehicle may possibly have been stolen.
The Applicant envisages that the vehicle recording devices will be mounted to particular vehicles in a tamper-indicating manner. In this regard, the Applicant envisages that the vehicle signal transmitter 22 of each vehicle speed recording device 10 will transmit a signal to the data receiver 26 of the central processor 12 at least once a week and if a signal is not, therefore, received timeously from a vehicle speed recording device, the matter can then be investigated and the Applicant envisages in this regard that a stiff fine for tampering with the vehicle speed recording device may be issued.
Each vehicle speed recording device is connected to the vehicle's power supply, however, the Applicant envisages that should the power supply to a vehicle recording device be broken, that each vehicle speed recording device will be provided with its own back-up battery having a life of several years.
The invention extends to the vehicle speed recording devices as described hereinabove.
The invention also extends to a method of monitoring the speed of a vehicle by using the speed monitoring system as described hereinabove. The method includes, firstly, recording the speed of the vehicle by means of the speed recorder 14, secondly the vehicle processor 20 comparing the actual speed of the vehicle with a preset reference speed limit that is stored in the data storage device 18, thirdly, the vehicle signal transmitter 22 transmitting a signal carrying information on the speed of the vehicle and a code that is unique to the vehicle, in response to the speed of the vehicle being greater than the reference speed limit, to the central processor 12, and fourthly, the central processor 12 issuing a fine for the vehicle having transgressed the speed limit.
The Applicant believes that the vehicle monitoring system and the method of monitoring the speed of a vehicle, in accordance with the invention, will greatly simplify the enforcement of speed limits, while at the same time ensuring that all illegal transgressions of the speed limit will be punished. The Applicant appreciates that in order for the method of monitoring the speed of a vehicle, in accordance with the invention, to be implemented in a particular country, that legislation will have to be passed making it compulsory for all vehicles travelling on public roads to have vehicle speed recording devices installed therein.

Claims

1 . A vehicle speed monitoring system including
a plurality of vehicle speed recording devices wherein each vehicle speed recording device is mounted to a vehicle, each vehicle speed recording device including speed recordal means for recording the vehicle's speed, data storage means in which a preset reference speed limit is stored, vehicle processing means that is operable to compare the vehicle's actual speed with the reference speed limit and to generate a signal in response to the speed of the vehicle being higher than the reference speed limit, and a vehicle signal transmitter for transmitting the signal through space, the signal carrying a code that is unique to the vehicle for identifying the vehicle and information on the speed of the vehicle; and
central processing means that includes a data receiver for receiving said coded signals from the vehicle speed recording devices and that is operable to process said information for issuing a fine for transgressing the speed limit.

A vehicle speed monitoring system as claimed in Claim 1 , wherein the speed recordal means of each vehicle speed recording device, is operable to record the vehicle's speed at predetermined regular time intervals, with the vehicle processing means being operable to generate a signal for the issuing of a fine for a transgression of the speed limit only after the speed recordal means has consecutively recorded a vehicle speed higher than the reference speed limit for a predetermined number of times, the central processing means being operable to generate said signal in relation to the next speed of the vehicle recorded by the speed recordal means, following said number of consecutive speed recordals.

A vehicle speed monitoring system as claimed in Claim 1 or Claim 2, which includes a plurality of signal transmitter units that can be positioned near roadways for transmitting signals through space, carrying information on speed limits that are applicable to particular stretches of roadway and that are different to the preset reference speed limit, the vehicle speed recording devices including a vehicle signal receiver for receiving the signals from the signal transmitter units, the signal transmitter units being operable to continuously transmit signals over a predetermined range and the vehicle processing means being operable to override the reference speed limit in response to said signals being received by the vehicle signal receiver.

A vehicle speed monitoring system as claimed in Claim 3, wherein the central processing means includes a central signal transmitter for transmitting a signal through space to the vehicle signal receiver of the vehicle speed recording device of a particular vehicle, in response to a fine being issued for the transgression of a speed limit by the vehicle, the signal carrying information at least on the amount of the fine and the date when the fine was issued, the data storage means of the vehicle speed recording device being operable to store said information.

A vehicle speed monitoring system as claimed in any one of the preceding claims, which is adapted for use with a cellular telephone network wherein signals transmitted between the vehicle speed recording devices and the central processing means are in the form of radio- frequency signals transmitted via a cellular telephone network.
6. A vehicle speed recording device that can be mounted to a vehicle for recording the speed of the vehicle, the vehicle speed recording device including
speed recordal means for recording the vehicle's speed;
data storage means in which a preset reference speed limit is stored;
vehicle processing means that is operable to compare the vehicle's speed with the reference speed limit; and
a vehicle signal transmitter that is operable to transmit a signal through space in response to the speed of the vehicle being higher than the reference speed limit, to a remote processing means that is operable to issue a fine for the vehicle having transgressed the reference speed limit, the signal carrying a code that is unique to the vehicle for identifying the vehicle and information on the speed of the vehicle.
7. A vehicle speed recording device as claimed in Claim 6, wherein the vehicle speed recording device is equivalent to the vehicle speed recording device forming part of the vehicle speed monitoring system as claimed in any one of claims 1 to 5.
8. A method of monitoring the speed of a vehicle, which includes the steps of:
recording the speed of the vehicle by means of speed recordal means that is mounted to the vehicle;
comparing the actual speed of the vehicle with a preset reference speed limit by means of vehicle processing means that is mounted in the vehicle;
transmitting a signal carrying information on the speed of the vehicle and a code that is unique to the vehicle, in response to the speed of the vehicle being greater than the reference speed limit, to a central processing means that is remote from the vehicle; and
the central processing means issuing a fine for the vehicle having transgressed the speed limit.
9. A new vehicle speed monitoring system substantially as described in the specification.
