  1. The ornamental design for a safety blood collection needle device, as shown and described.

FIG. 1 is a perspective view of a safety blood collection needle device having a patient needle guard disposed over a needle, a non-patient needle guard, and a shield in a first initial position in accordance with an embodiment of the present invention;
