This type of invention system is composed of PC eqipped with private browser operating software to operate set topp box to connect to particular site and register user information when installing first time, parallel communicate with set top box, ask for log in permission to server when operating order signal is received from set top box, then operate private browser and send operating permission when log in is permitted; key input device inputted by user to operate set top box; and set top box which connects TV and PC, demand for operation communicating with PC when signal from key input device is received, offering preset unique code when unique code demand signal is received from PC, and operate normally and transmit PC's video signal and audio signal to TV when operation permit signal is received from PC. Therefor, according to this invention, exclusive offering of contents is possible connected to internet site allowed by PC based TV set top box installed between PC and TV and set top box operating software installed to PC, and it is possible to not allow acess sites not allowed.
